Opportunity Description

Short Initiatives (SI) projects are short-term projects that aim to explore, build and deepen academic/scientific collaborations among diverse teams of academics and researchers. SI projects focus on sustainable development challenges and are able to realise objectives within the limited timespan of a maximum of 2 years.

Am I eligible?

Affiliation and statute of the promoters

Flemish promoter: professor/specialist employed at a Flemish university or a professor/lecturer at a Flemish university of applied sciences and arts. Details on the eligibility requirements can be found in section ‘2.1 Eligibility of applicants: who can apply?’
Partner promoter: employed at a recognised higher education institution or national public (not for profit) research institute located in a VLIRUOS project partner country.

Additional criteria

Applicants (Flemish/partner) can submit a maximum of 2 SI projects in case they have no ongoing TEAM 2022 or TEAM 2024 project. Promoters of a TEAM 2022 or TEAM 2024 project can submit only 1 SI 2025 project.
At the level of the partner institutions, no further criteria apply. Former and present IUC partner institutions are fully eligible, without any restriction.

Budget & Duration

The project budget amounts to a maximum of 70.000 EUR for two years. The overall budget for SI 2025 allows for a maximum of 40 selectable projects.

Selected projects will start as of 1 September 2025 and run for a maximum of 2 years: from 1 September 2025 until 31 August 2027. No extension is possible.

Partner countries

Higher education and science institutions in 18 partner countries are eligible: Benin, Bolivia, Burundi, Cuba, DR Congo, Ecuador, Ethiopia, Indonesia, Kenya, Morocco, Palestine, Peru, Philippines, Rwanda, South Africa, Tanzania, Uganda, Vietnam

Note that Palestine has recently been added as the 18th partner country to the list

Financial Framework

The VLIRUOS Financial Framework outlines which expenses are allowed in the framework of a project, how budgets are to be determined, and how expenses have to be accounted for.

How to Apply?

As a general principle, support will be provided in a multi-stage process, in which applicants first contact the ICOS at the level of their institution. Where needed, the ICOS will cluster and forward the questions they cannot answer to VLIRUOS. VLIRUOS will provide a “Questions and Answers” section relating to the SI call on its website.

Launch date of the call: 17 October 2024
Deadline for submission to VLIRUOS: 20 February 2025
Start of the project: 1 September 2025

Methodological approach & formulation guidelines

All projects need to be identified and formulated following the general principles of the Theory of Change approach and the Managing for Development Results paradigm. These principles were translated into a guide to support the formulation of VLIRUOS projects. Writting a proposal is a participative process in which partners co-create a project based on a shared vision of change, and a shared understanding of the current situation.

The project format and submission Tool

The proposal needs to use/contain all information incl. annexes as requested by the call. The maximum budget and project duration foreseen in the formats is to be respected. Without the requested information (formats), we cannot accept the proposal.
